Who We Are
Introduction

Anchorage Reclaiming Futures Staff
Reclaiming Futures’ work is supported by three staff members. Our offices are located at United Way’s Success By 6 building in Mountain View.

Executive Committee
An Executive Committee oversees the work of Anchorage Reclaiming Futures.
These partners represent a broad cross-section of the Anchorage system that works with teens.

Fellowship Team
Leadership is a vital part of Reclaiming Futures. Five community leaders have been selected to participate in a national leadership program offered through Robert Wood Johnson Foundation Reclaiming Futures Project. These people play key project advisory roles.

Core Partners
Reclaiming Futures’ success depends on active and strong partnerships with agencies and individuals who work with youth. We refer to this broad network as our Core Partners.

Tom Begich, Project Director

Tom Begich has worked in the field of Restorative and Community Justice since 1994 and served as a volunteer in youth justice since 1986. Tom chaired the National Coalition for Juvenile Justice in 1997 and is also a nationally recognized trainer in strategic planning and community development. He continues to serve on a number of state and national boards relating to youth and juvenile justice issues. Tom is also a musician and has released 4 CD’s of his original music.

Victoria Shaver, Director of Community Outreach

Victoria Shaver has worked in youth development since 1987. She worked for the Alaska Council on Prevention of Alcohol and Drug Abuse Inc. as a trainer on youth health and wellness issues. As a teen, she advocated for meaningful youth involvement on any board or commission that dealt with youth issues and was the first youth appointed to the Alaska Commission of Children and Youth. Victoria helped organize the first statewide youth coalition, Alaska Students Taking A New Direction (ASTAND). A former development director, Victoria is the membership co-chair for the Association of Fundraising Professionals (AFP) and is a graduate of Leadership Anchorage.

Tom Begich, project director

Master William Hitchcock, judicial fellow
Master William Hitchcock has been a presiding judicial officer for children’s court in the Anchorage Superior Court since 1985. He is responsible for delinquency and child protection cases, as well as for administration and case management. Master Hitchcock is a member of the National Council of Juvenile and Family Court Judges’ Permanency Planning for Children Advisory Committee. He is past president of the National Association of Foster Care Reviewers. He was one of the original organizers of the Alaska CASA program and received that program’s 2001 Light of Hope award.

Elaine Dahlgren, treatment fellow
Elaine Dahlgren has worked with the Volunteers of America Alaska since 1988 as both a community outreach coordinator and a director for the senior volunteer program. For the past five years, Elaine has served as president and CEO, overseeing in and outpatient substance abuse treatment for kids, a family mediation service center, and a youth restitution program that helps young offenders get involved in community service. Elaine has extensive experience recruiting and coordinating volunteers.

Karin Schaff, treatment fellow
Karin Schaff has 15 years of experience in providing mental health and substance abuse treatment to adolescents. For the past eight years she has served as the treatment services director for Volunteers of America in Alaska overseeing residential and outpatient treatment programs for chemically dependent and substance abusing adolescents. Karin is a licensed marriage and family therapist and a certified addictions counselor level II in the state of Alaska.

Linda Moffitt, M.Ed., juvenile justice fellow
Linda Moffitt has worked in child protection and juvenile probation for more than 22 years in Alaska. For the past several years, she has supervised the Anchorage Juvenile Intake Unit. She is a current member of the Anchorage Juvenile Justice Working Group and past member of the Anchorage Sexual Assault Task Force and the Interpersonal Violence Committee. Linda has been involved on the planning committee for the Anchorage Reclaiming Futures project since its inception.
